You can download the WRF-live system from here: https://goo.gl/W9bnPh
But be warned that it is huge (3.1 GB to be exact), so unless you have good internet bandwidth, it will take ages to download. Considering what is included (A full operating system, WRF modelling system, All the Geographic data needed, etc.) it is not surprising that this system is so large.
After downloading use 7-zip (http://www.7-zip.org/) to extract the file.
